SUMMARY
Bering Global Solutions, LLC
a subsidiary of Bering Straits Native Corporation,
is seeking an experienced Mobile Training Advisors in support of the Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) International Police Peacekeeping Operations Support (IPPOS) program.
The requirement is to support U.S. government efforts to enhance the operational effectiveness of police in peacekeeping operations. The goal of this program is to improve the capacity of partner countries to generate, train, deploy, and lead effective police officers and units in UN Peacekeeping missions by providing capacity-building support and specialized training.
The IPPOS program has a multi-pronged approach:
Build institutional sustainability to improve the management, logistical, and administrative capacities that contribute to high-quality deployments.
Collaborate with UN Police Division to improve doctrine, develop UN training standards for police, and certify UN instructors.
Train FPU commanders, FPU mechanics, and FPUs in areas that include, but are not limited to, leadership, firearms, VIP protection, and equipment maintenance.
Develop local training staff and mentor them as they deliver UN required pre-deployment training to Formed Police Units (FPUs) and Individual Police Officers (IPOs).
ESSENTIAL DUTIES & RESPONSIBILITIES

intended to reflect all duties performed within the job.
The role of the training advisor is to increase the capabilities of PCC trainers through instructor development and tactical training courses. The content will primarily be INL- and/or UN-developed curriculum, though the training advisor may be required to deliver other course curricula as directed. Requirements for this role will also include using INL-developed teaching tools and measurement systems to ensure learning occurred.
Responsibilities:
Assist the Team Lead in the development and implementation of training missions under the IPPOS program;
Deliver INL-approved course curriculum to students through lectures, discussions, and practical exercises;
Ensure only vetted students participate in trainings;
Ensure appropriate performance measurement tools relevant to pre-and post- training data are accurately completed and assist in the drafting and submission of the assessment reports when required;
Track, monitor, and evaluate training and trainees based on the IPPOS Performance Measurement Plan and toolkit;
Ensure on-time delivery of training-related requirements, including all work products, M&E deliverables, training, etc.; and
Travel overseas to and within countries that are considered dangerous, unhealthy or other adverse and austere environments.
Minimum Qualifications
Five (5) years as an active, sworn position in a full-time federal, state, or local law enforcement agency.
Certified police instructor from an accredited law enforcement instructor development training program with at least two (2) years’ experience of conducting training (must provide documentation of training experience and certifications);
Demonstrated experience instructing law enforcement curriculum to different audiences
Excellent oral and written communication skills and proficient in Microsoft Office Suite;
Experience working/living in developing and/or post-conflict countries;
Must maintain the highest ethical and performance standards while deployed
Must demonstrate ability to work well in a team environment and with trainers from other countries;
Must be able to deliver police training to foreign nationals through a language assistant;
Must be willing and capable of working in a fluid, austere environment, under challenging circumstances;
Must demonstrate knowledge of and ability to assess the capabilities of at least five (5) of the following skillsets:
Human rights
Gender violence issues
Community policing and problem-solving
Crowd control and public order maintenance
Proper use of UN standard firearms – rifle, pistol, and grenade launchers
Defensive tactics and self-defense
Tactical progression
Basic police techniques
VIP protection
Checkpoints
First aid and CPR
Land navigation, map reading, and GPS
Driver training
UN System and operations in peacekeeping.
Preferred Qualifications
• Prior UN peacekeeping experience or international police training and mentoring experience;
• UN Police training certification;
• Experience teaching law enforcement instructor development courses;
• Familiarity with international and/or law enforcement training programs;
• Familiarity with United Nations peacekeeping; and
• Ability to speak and read foreign languages, especially French or Arabic.
PHYSICAL REQUIREMENTS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Trainer/Advisor must be willing and able to stand and walk for long periods of time. Trainer will be deployed for periods up to 16 weeks with limited access to western medical facilities. Trainer will be working in austere environments and will likely spend several hours a day out of doors in hot climates.
Employees who are required to travel in connection with an order, must be physically able to travel to the intended destination and remain there without significant health risk for the required period. Employees will be responsible for assuring they have received the proper immunizations and take proper health measures before, during, and after said travel.
WORK ENVIRONMENT
Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.
Work is CONUS based, however, may require travel to and within countries with security, health, and other potentially dangerous conditions.
SUPERVISORY RESPONSIBILITIES
Supervisory responsibilities are not required for this position
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
